I asked the Registry to register the

despatch at No. 4 on this file, but it appears that

I was mistaken and, after action, it should be

transferred to the General file where the question

of the appointment of an Adjutant is being

considered.

As the Governor agrees that a professional

Adjutant should be appointed to the Volunteer Corps

there is now no necessity to send a copy of the

War Office letter at No. 3 to Hong Kong. I attach

draft reply accordingly.

After action No. 4

should be transferred to the General file with

copies of No. 3 and draft herewith.
